Both Student Pugwash and the Rotblat Society are highly decentralized organizations where the majority of ideas, programs, and volunteerism (that is, the people who actually get things done) come from the membership. There are some national initiatives set by the Board, but it will generally steer the ship in the direction the membership is already going. Members propose programs or projects, and once approved by the Board or the appropriate committee, a new committee or working group is created to get that job done. These groups are generally autonomous—there are reporting and benchmark requirements set when the committee is chartered, but how that group is organized and how they accomplish their work is generally up to them.
